Provide button to enable/disable snap-to-text-baseline

Bug Description

Since snapping to text-baseline is always active, it can sometimes make it difficult to snap from the center of a group containing text (if the text baseline is near the center) -- or at the least, a bit annoying. It would be nice to be able to turn on/off snapping-to-text-baseline from the snap toolbar.

In Inkscape 0.48 and current trunk (tested with r10074, OS X 10.5.8 i386), snapping the baseline to grid is always active, even when node snapping and all explicit node snapping targets are turned off.

Possibly a regression relative to bug #168081 “Snapping text objects to guidelines dont work right.”?

Bug #168081 had been closed with this comment (2007-03-31):
«OK, now text snaps with baseline, though not by default - you need to enable "snap nodes". Still I guess we can close this.»
