IMHO the SVG file should be generated when the translation is 90% or more.

I just sent the uncompleted files to have them in the repo, because sometimes I translate something and lose the translation files, or I never send them to the repo. For example I started the translation of at least one tutorial in the 2007 year and I sent this week!!!
