filterRes causes horizontal rendering discontinuities at low resolution

Bug Description

I created a very simple svg filter effect (see attachment) which forces aliasing on base of a single Color matrix and I assigned it a 100 x 100 filterRes. When applying it to a 100 x 100 pixels object the antialiasing disappear as expected and no banding occurs. But while increasing the size of the object horizontal discontinuities are very visible.

This occurs with any filters which include filterRes.

Inkscape 0.48 devel rev 10019 and previous on kubuntu 10.04

Reproduced with Inkscape 0.48+devel r10019 on OS X 10.5.8

Banding depends on zoom level.
