Bug Description
The attached SVG I ended up with using r9994 seems to apply the spiro effect on all new paths, even if the GUI shows it's not. There is now way to remove it in the gui as far as I can tell. Once loaded into 0.47 the same broken behavior can be observed.
To reproduce, just open up the attached SVG and try adding a new plain shape with the bezier tool. It will behave like spiro is applied on it, even though the path effect dialog is blank and the tool mode is set to 'regular bezier'.

There's a Spiro path effect applied to the current parent group (id 'g3508'). Remove the path effect from the group (Ctrl+<Backspace> to leave the group, then remove the path effect in the path effect editor, or with menu 'Path > Remove path effect'), and new paths behave as expected.
(tested with Inkscape 0.48+devel r9995 on OS X 10.5.8)
