render LaTeX formula missing in v. 0.48 for Windows

My colleague and me would appreciate the "render LaTeX formula" extension also on Windows port of Inkscape. This extension is present on Linux systems in

Extensions/Render/LaTeX formula

It is missing on Windows.

Inkscape version: 0.48, in Slovak language (downloaded binary)
OS version: 32-bit Windows Vista business

The extension "LaTeX formula" requires several tools to be installed in order to be loaded and executed from within Inkscape. The file 'extension-errors.log' in your Inkscape profile directory (%APPDATA%\Inkscape) logs which extensions are not loaded and the reason why. Note that not all extensions do work on all platforms out-of-the-box.

Requirements for "LaTeX formula": latex, dvips, pstoedit

Here's an unobtrusive and informative way to inform user about extension error. Don't hide the problematic extension from the menu. Leave its menu item as is. When the user click on it, shows a dialog box that inform the user of the missing external resources.
