Save as creating corrupt svg's

Bug Description

I am using inkscape 0.48 for windows-xp. After using it for some time every svg created using it is corrupted.
I am using path difference to edit some of the paths and then use ctrl + s to save the edited svg's.

Confirmed on Windows XP, Inkscape 0.48 (and older versions).

Workaround: remove the <?xpacket> block from line 126 to line 471, or replace the begin attribute line 126 with an UTF-8 character. (Doesn't seem to affect the drawing.)
