cannot reproduce this using Windows XP and Inkscape 0.48.
which version of Inkscape are you using?
did you get the dialog asking you to choose between embed and link?

The latest stable (0.48) on Windows 7.

I got the dialog asking to choose between embed and link and after that it became unresponsible for some seconds before it placed the image.

Not reproduced on Windows XP, Inkscape 0.48.4 and trunk revision 12399. The image shows almost immediately (even when placed in a network folder.)
Are you still affected with 0.48.4?
Is there something special on the file's location that could slow the import process (local disk, USB key, network)?
