How to create new patterns of dashes?

Bug Description

I use Inkscape primarily to work on fashion designs which is my area of design. However, for technical drawings, I need to use different shapes that represent the various types of sewing. How do we create new types of contour as a model to be applied on a document?

I am using Inkscape 0.48 on Windows

This seems to mean that we need a Dash Patterns Editor so that people can create new patterns and optionally save them to be used in other SVG documents.

This feature would be very useful. Some technical drawing standards specify certain line patterns to represent information such as hidden lines which are useful even in non-technical applications.
