Does it work if you double-click on the SVG file or if you open it from the recent files list or the File>Import menu?

1 - consider it as a duplicate from "Inkscape fails to start on Windows 7 Bug #453931 "
Reason: This issue arised after Inkscape crashed and would not function properly.Same behaviour as Bug #453931

2- or consider it as a standalone bug?

INKSCAPE crashed ,on that day, and I highly doubt that any of these 3 scenarios would have worked.

If I understand correctly, Inkscape worked again as expected after a reboot?

This is not exactly the same issue, but can this behavior can indeed be a side effect of the crash.

What I did was : uninstall / install a fresh copy

Crash caused Inkscape :
1) From JING I had for the TASK MANAGER: 2 instances of Inkscape were running at the same time.
2) Led to that Inkscape not to respond for FILE > OPEN (the only task I was trying to perform)
