Inkscape preferences dialog reopens in the 10 first seconds after startup

Bug Description
Reproduced on Windows XP, Inkscape 0.47 and 0.48.
Steps:
1. Start Inkscape.
2. Immediately open File>Inkscape Preferences (Shift+Ctrl+P).
3. Close it immediately.
4. The Inkscape Preferences dialog reopens automatically.
Steps 2 and 3 must be executed in the first 8-10 seconds (depends on your computer) after startup.
The unwanted reopening appears just after the CPU usage drops from 100% to 0%.
Not reproduced with 0.46.

Also happens if the preferences dialog is in docked status.
