UTF characters in the meta-data title field not preserved

Bug Description

Create a SVG. Go to File/Metadata. In the title field, enter "Autódromo Jorge Ángel Pena". Now save the file with that string in the filename. Chances are that the 0.48 beta will get confused by that. First, you may be the wrong characters in the Save As dialog's title field. Second, open the XML editor and look at the title data for the root and for metadata. It has been my experience that those will be corrupt and the XML editor won't let you edit the titles.

Partially reproduced on Windows XP, Inkscape r9535, French locale.

Confirmed, I get "ùôïäî" instead of "ùôïäî"

No problem on my computer. I can edit both titles with the XML editor, and the changes are correctly applied to the UI.

Looks like filenames with special characters don't get added to the MRU list in Windows. Don't know about other OSes.

It works as expected on Ubuntu 10.04.

But I confirm files are not added to the MRU on Windows XP, Inkscape 0.48 (it works correctly with 0.47 and 0.46).

New information: It works as expected if you do the Save As before filling out the meta data. So the problem has something to do with the Save As dialog and not the meta-data editor.

Note: Opening files with such names doesn't seem to be an issue in 64-bit Vista SP2.

Here, I'm even unable to open the file again in Inkscape 0.48.2r9819 on Windows 7 64 Bit. Workaround: convert to UTF-8 with Notepad++. This is really not nice and I guess normal users can't do this.

In Germany, this may affect many people because of Umlaut characters. I would like to increase Importance of this bug.
