Bug Description

Would love to see movable rulers/scales.
This will allow the user to reposition the 0 point, or ruler's origin.
Movable rulers will let the user scale objects to specific sizes and place objects more accurately.

My issues is not a duplicate of 170347.

I don't know how to revert the duplicate.

The person on issue 170347 is complaining that he would like to see the origin of, for example a circle, be measured from the center of the circle instead of from the bottom left edge. To explain the edge, imagine a box that is enclosing the circle with all sides touching the circle. He is complaining that the bottom left corner of the box is used as the origin. He would like to see the center of the circle used as the origin.

My issues is that I would like the rulers be movable. That is, I can move the horizontal or vertical rulers 3" in from both sides, or 1" from the left and 4" from the bottom. The area before the new origin would be a negative measurement.

For example, the default rule would measure from 0 to 100 horizontally. If i moved the original to the right by 2, the new ruler would range from -2 to 98. Thus, the origin is moved.

The discussion of "Select a new reference point for object coordinates (basepoint)" had been moved to a separate report (bug #170674) - see comment #6 of bug #170347 “ability to set coordinate origin”.

Bug 170347 is about «setting the coordinate origin for the entire document». What might be confusing is that the report was filed at a time where (due to a different implementation of the grid feature) there was 'accidental' way of changing the ruler origin (prior to 0.46) - see comment #7 of bug #170347 “ability to set coordinate origin”.
