Document Properties: do not allow add empty external scripts

Bug Description

Open new document
Go to Document Properties (shift+ctrl+d)
Go to "Scripting" tag
Leave input field empty and push 'Add' 3 tmies

Save document
Look at document source

Expected Result:
no script tags in document

Actual result:
there are 3 script tags in document
and 3 empty rows in "External script files" list in "Sctipting" tab

Should be fixed by commits in bug #1023655.
When clicking the Add button in "External Scripts", a file chooser now opens if there is no file name - no empty scripts are added.
Adding an empty "Embedded Script" is valid.
