Bug Description
Inkscape 0.47 (Windows) doesn't set boundingbox for PDFs. Some page mentions that this feature is achieved relying on Cairo. I have no idea Inkscape/Windows actually uses Cairo or not. If no, it should be documented.

What do oyu mean by "bounding box"? PDF specification defines several boxes:
