Move scroll bar in active tool stack to the left

On inkscape.org the "request features" link points here, so I guees the bug system is serving double duty. :)

When one selects certain attribute adjustment tools, the UI elements for same are displayed in a vertically scrollable
stack on the right side of the application, which is pretty cool.

What I would like is for the scrollbar on the UI stack to be on the left instead of the right. I expect
this would probably involve an extra window with a zero width application area whose scroll messages were relayed to the UI stack window.

Basically it would shorten the mouse journey while working.

Just a thought.
