"distribute" does not honor "relative to"

Bug Description

Using Inkscape 0.47 on Windows XP

1.) Create three objects and place them in a line

          A B C

2.) Select B, then A, then C

3.) Select any of the "Distribute" buttons from "Align and Distribute" for instance "distribute centers equidistantly horizontally" while "Relative To:" is set to first selected

Expected outcome: A and C are moved to be centered around B

        A B C

Actual outcome: B is moved to be centered between A and C

          A B C

Implications of bug: It is very hard to equidistantly space objects when objects need to be centered AND distributed

Setting to 'Wishlist' because in the current UI the option 'relative to:' belongs to 'Align' only - hence it does not affect the 'Distribute' buttons.
