Bug Description
When using some items in the Filters menu, there is little visual confirmation that anything has happened; for others, it appears as though an effect has been applied, but with no way to control it.
Example:
1) Open Inkscape and draw a rectangle.
2) Select the rectangle.
3) Go to Filters, Color, Lightness-Contrast.
4) A filter is successfully applied, but visually, nothing appears to have happened.
One expects a dialog to appear, where the effect can be adjusted. Probably the appropriate action would be to open the filter editor so that the newly-applied filter can be configured.

Lightness-contrast is a very subtle filter, and you'll see no difference if you use it on a flat colored rectangle. It works nicely with an image or a gradient.
Filters can be edited with Filters>Filter Editor. This is the only dialog available for editing SVG filters, and it is quite complex to use. Thus, opening it after applying an effect is probably not a good idea. But I agree that a smaller dialog, containing the filter's parameters only, would be very useful.
When a filter is applied on a selected object, the status bar displays: Object; filtered (filtername) in layername, etc.
