Inkscape doesn't show icons after startup

Bug Description
I downloaded Windows 32-bit version of Inkscape 0.47.3 in 7z archive from SourgeForge.net using the link from Inkscape.org. After unpacking I've started the program and seen the same what you can see in attachment. Only the some standard icons are present in program window: "Create a New Document", "Open File", "Save File", "Print", "Undo", "Redo", "Copy" (to clipboard, of course), "Cut", "Paste". Another icons are absent. What is wrong? How to solve this problem?
My OS version is Windows XP Home edition SP3. My computer is old: motherboard is Gygabyte 8IPE1000MK, CPU is Pentium 4 2,4 GHz, memory is 2 GB (2 slots of 1 GB), videocard is NVidia GeForce 5700FX.
