Sh+PgUp on multiple objects malfunction when other layer is current

Bug Description

Reproduce:

1. Draw three rectangles (Ctrl+F4)
2. Add a layer above first (Ctrl+Shift+L and click plus button)
3. Switch to the new layer (Ctrl+Shift+L and left-click it in the layer dialog)
4. Select two of the rectangles
5. Press Shift+Page Up to move rectangles to top layer
6. Get message "No more layers above" - and the rectangles stay on bottom layer

The expected behaviour is of course that the two selected rectangles move to the top layer.

I think this might be connected to this bug: https://bugs.launchpad.net/bugs/168443
.. but not quite the same.

Note also that Sh+PgUp does work if you select only one rectangle - because then the current layer indicator switches to the bottom layer.

reproduced with Inkscape 0.47+devel r9125 on OS X 10.5.8

workaround: explicitly set the current layer to the one where the objects you want to move are located before moving them to the new layer. IMHO it is bug #168443 that causes 'Move to layer above/below' to fail the way you describe.

The behavior now with step 4 is that the focus moves to Layer 1. Thus the error message does not appear.
