Some fixes for pango with win32

This patch is needed to build inkscape on windows against recent pango versions

Windows devlibs have been updated recently, and Inkscape now builds with pango 1.26.1.
Krzysztof, could you please confirm we don't need this patch anymore?

The main point is to put some defines in when building on windows with autotools, I don't think, it is necessary with the standard win32 build, although nice to have.

How do you build with Autotools on Windows? I tried to obtain a working MSYS Autotools installation but failed.

OK, I am cheating :) aka cross-compiling, because the stack is huge. See: http://download.opensuse.org/repositories/windows:/mingw:/win64/openSUSE_Factory for win64 and http://download.opensuse.org/repositories/windows:/mingw:/win32/openSUSE_Factory for win32.
The binaries are in the noarch directory and there is a script to convert them to zip. Tor pasted it here http://pastebin.com/m6cff93f3

Not relevant anymore as the win32 Pango backend is long gone...
