ctrl resize on circle should allow ellipsis of x2 x3

Else could you explain in more detail what is missing?

Using Inkscape 0.47 on Windows XP Ctrl does not behave as described in the manual. What I see when using the select tool:
- Holding down Ctrl forces the current ratio to be maintained
- Holding down Alt forces the current ellipse to be scaled by integer amounts vertically/horizontally
- Holding down Ctrl+Alt behaves the same as just holding down Alt

When using the ellipse tool Ctrl only constrains the shape to be a circle as long as it has not been turned into an ellipse with the select tool. After that it forces the current ratio to be maintained instead. I also think I saw a situation where Ctrl was maintaining the ratio, but inversely (rotated 90 degrees). If I can find behaviours that reproduce this I will file a bug.

To make it clear:

When you CREATE a new ellipsis you can force special ratios by pressing ctrl.
I want to do the same when RESIZING an existent circle.

"test case":
Create new ellipsis with a "random" ratio (say 2.86). release mouse button.
Select the shape created (space)
drag one handle while pressing ctrl, the shape is resized and the ratio (2.86) is preserved.

I think this could be improved by allowing resizing to integer or golden ratio.
eg if you move 100% on the right and 0% to the bottom then the ratio should become 5.72
eg if you move 100% to the bottom and 0% to the right then the ratio should become 1.43
