Bug Description

Inkscape 0.47 (0.47pre4 r22446) saves palettes, templates and other user files in XDG_CONFIG_HOME (~/.config/inkscape). These files should be saved in XDG_DATA_HOME (~/.local/share/inkscape) instead.

From XDG Base Directory Specification[1]: «There is a single base directory relative to which user-specific data files should be written. This directory is defined by the environment variable $XDG_DATA_HOME.».
