Cannot draw anything under Windows Vista

evrything else is fine; I can chose my tools, change my settngs, ect. But when I come on the "sheet" to draw, nothing happens. None of the tool have any effect, the space stay blank, as if I was just overing over it.

This happened after downloading and installing version 4.7, from a prior 4.6 version.
I use a tablet pen, bu the touch pad of the laptop and mouse give the same result.
I run on windows vista.
Instalation (and bug) was done at about 10:00 am (GMT-5), november 25.

1. Does this also happen when you install from scratch?
2. Can you select objects using the selector tool when you open an existing file from the examples directory?

1. yes, I have uninstalled and deleted all progam files and reinstalled it and it still does that.
2. No.

could this be related to bug #403421 "Wacom Bamboo Tablet on Windows, pen tool works on toolbars but not on the document"?
