A tool for cut an image like the one in OpenOffice Draw o in Corel Draw.

Do you mean a tool for image cropping (Inkscape already has Object>Clip) or an eraser (added in 0.47)?

Yes, for cropping. Object>Clip works fine, but (I use Inkscape 0.46) when
exporting in pdf format the image cropped "returns" in it's original size.
What do you mean do "eraser"?

It's a new tool (in 0.47) which has been added to the main toolbox. See http://tavmjong.free.fr/INKSCAPE/MANUAL/html/Eraser.html

It is fixed in 0.47 (Bug #168800 - export clipped paths to ps/eps or pdf fails).

You can't. It only works with vector objects. The only way to crop a bitmap in Inkscape is the clip method. But you can also modify your image with another tool (gimp?) before importing it in Inkscape.

You can crop images using the Raster -> Crop extension. See bug #517082 for more details.
