This bug just came up again, while Inkscape used to start fine before. Here some version info:
Inkscape 0.48.2 r9819
Windows 7 Professional SP1, 64-bit
One commenter above stated that other currently running apps might cause the problem, which I hereby confirm:
1. closed Firefox, after which Inkscape still didn't start
2. Closed Outlook 2007 (12.0.6562.5003) SP2 MSO (12.0.6562.5003)
Step 2 did it for me, I could start Inkscape. Also, closed Inkscape, I re-started Outlook and was able to start Inkscape again.
