Inkscape-0.47pre2-1.win32 crashes if its working path has non-latin characters

Bug Description

It even doesn't start. Crashes when launching the application.

Seems that bug is similar to https://bugs.launchpad.net/bugs/165650

could you try to trap the exit messages that may be generated, using the inkscapec.exe utility which is available at:

http://kaioa.com/node/63

This will involve running inkscapec.exe from a DOS prompt in your inkscape directory.

Not reproduced on Windows XP, Inkscape 0.47 final.
inkscapec.exe returns the following errors:

but I get no crash.
Instead, Inkscape launches with almost all icons replaced with a default X icon (but it may be due to the fact that I didn't install Inkscape in a path containing a non-latin character, but renamed the existing install path...)

Could you please confirm that a fresh install of 0.47 final doesn't crash on your computer?
