Toolbar Display Settings Shared Between All Windows

Bug Description
When a document is displayed in multiple windows, the settings under View -> Show/Hide are not unique to each window.
Steps to reproduce:
1) Open a document.
2) Select View -> Duplicate Window.
3) In the duplicated window, select View -> Show/Hide and turn off one or more toolbars.
4) In the original window, select View -> Show/Hide and note that the options are unchecked, even though this window has visible toolbars.
5) Toggle any of these options, and the toolbars which were disabled in the duplicate window now also disappear from the original.
I should note that "make these options affect all open windows immediately on click" is not a great solution, since you sometimes want the toolbars visible in one window and hidden in the other (using the duplicate as a second view and not interacting with it).
