Are you sure it's in the right encoding? zh_TW is in BIG5. Have you tested the installer?

hi, i have tested the installer, it works
the file nsh is encoded with code page 936(GBK) which is the defaut code page of simplified chinese windows
of course, you must add this line in file inkscape.nsi to add this installer translation
!include Simplifiedchinese.nsh
