Extensions->Images->Embed Images fails on windows file url

Bug Description

.46
on a windows machine with .46, import an image. Edit the image properties and change the file name something like the following:
E:/rendered/E0002.jpg --> file:///E:/rendered/E0002.jpg
Run Extensions>Images>Embed Images and it fails and reports a mangled url translated to something like:
/E:/E:/rendered/E0002.jpg

.47
on a windows machine with .47dev, import an image. Display image properties. The file name shows as a file type url:
file:///E:/rendered/E0002.jpg
Run Extensions>Images>Embed Images and it fails and reports a mangled url translated to something like:
/E:/E:/rendered/E0002.jpg
Edit the image properties and change it to E:/rendered/E0002.jpg All is fine.
Run Extensions>Images>Embed Images success.
