line-height property not set properly?

Bug Description
Try this:
type multi-line text in an SVG file. Open in SVG "compliant" browser (FireFox, Chrome, Opera), text looks fine. Modify the "line-height" property of the text element, save. Reload in browser, the text will be unchanged.
Without any text selected, go into text properties, change "line-height", and click "set as default", type text, examine in browser. Changes in "line-height" are reflected in browser.
From what I can tell examining the XML of the SVG files, what is happening is that the new X and Y coordinates of the <tspan> elements actually defining the text itself is not getting updated when one changes the "line-height" property of a particular text object. In the Inkscape window it appears that the "line-height" holds sway, but in the browser the X and Y coordinates hold sway.

Sorry, should have mentioned that I am running v.46
