I cannot load this into Inkscape build 21345 on Windows. I get the exit messages:
(inkscape.exe:1412): GdkPixbuf-CRITICAL **: gdk_pixbuf_loader_write: assertion ` priv->closed == FALSE' failed

However, I cannot load this into any other viewer, either, including Paint, Windows Picture and Fax Viewer, and Microsoft Photo Editor.

can you confirm which software is able to view this file?

That .ico can be opened with Axialis IconWorkshop (www.axialis.com) / Microangelo Toolset (www.microangelo.us) / IconCool Studio 6 (www.iconcool.com)

There is something wrong with it. Gimp 2.7 opens it but I see there are like 20 layers with the same clover duplicated at different sizes. Are you sure you exported it correctly?

I think you exported it incorrectly. Here is a remade icon exported from gimp (32 bit, no PNG compression). I had to delete all the layers except one and now inkscape opens it.

Changed in inkscape:
status: New → Invalid
