Unable to scroll when changing doc size

To replicate the bug:

- Use a small screen (1024x768)
- New document
- File -> Document properties -> change to a large paper size, e.g. A0.
- You will notice that the scrollbars haven't been updated, and one cannot reach a large part of the document.

Used version: svn trunk. Should be easy to fix, I suppose.

Confirmed on Windows Vista, Inkscape 0.46 and rev. 21524.
But you can still zoom out to see the whole page (or click on Zoom to fit page in window, in the command bar).

Reproduced on Windows XP (32-bit), Inkscape 0.92.x rev. 15044.

The scroll bars are not updated when changing the page size, but moving the canvas with the mouse or zooming updates the bars.
