Bug Description
Attached file foo.svg has:
width="100"
height="100"
viewBox="0 0 200 200"
Steps to reproduce:
1) Open foo.svg, copy contents
2) paste into new document
2) Import foo.svg into same document
Result: pasted and imported stuff differs in scaling factor
