proposal for new extension 'Convert to Dashes'

this is a proposal for a new Python extension on the menu :
Extensions | Modify Path | Convert to Dashes
- it was suggested by the discussion at :
http://www.nabble.com/Dashed-path-in-inkscape-td22696787.html
- the code is a modified version of addnodes.py, and the operation is similar to 'Add Nodes ...'

The intent is to take the selected paths and, if they have a dashed Stroke Style attribute, then convert the dashed Stroke Style into an explicitly cut path with actual gaps in the path. The reason for doing this is to support desktop cutting plotters that do not recognize the original dashed Stroke Style attribute.
