choose fill and stroke before creating an object

Bug Description
Current workflow:
1. create new object (with style from the object where the style was changed last)
2. change style
The workflow I would like to use is:
1. change style
2. create object with that style
(optional 3. finetune style)
This kind of workflow is not supported, the fill and stroke dialog is inactive when no object is selected.
