no, Inkscape on OS X is a packaged application and the access to the command line launcher script isn't comparable to linux or win32 based systems. AFAIK Inkscape 0.46 has two mechanism to pick up the language: both are set in the 'System Preferences > International > Language': the Inkscape interface language is depending on the 'Languages' list (general pref for ui & menu language for all applications) and the 'Order for sorted lists' (though the way this preference is read and interpreted isn't error-free).
