Bug Description
It would be really nice to be able to work with the selected units everywhere in the program. Presently the only thing happening (inkscape 0.45.1) when selecting units is that the rulers works in the selected units. But in all dialogs the selected units should be default and in particular in the XML editor the selected units should be default. Now it is possible to e.g. set the width of a box by saying width=10cm in the XML editor, but this is converted to pixels so it is not possible to check the width later.

As of r12554, changing the document unit sets up a viewBox that makes the user unit equivalent to said document unit. In this example, if the document unit was set to centimeters, setting width=10 in the XML editor would set the object's width to 10cm (as long as the object doesn't have a transform applied to it).
