Layers dialog uses too large icons

Layers dialog always uses 22×22 icons for buttons, even when system gtkrc explicitly defines 16×16.

reproduced with Inkscape 0.47+devel r9096 on OS X 10.5.8 (gtk2 2.18.7, gtkmm 2.18.2) with different theme engines (ClearLooks, Mist) and a custom gtkrc file for Inkscape (using e.g. 'gtk-icon-sizes = "gtk-dialog=32,32:gtk-button=16,16"').

Is this still an issue ?
Does this only affect the Layers dialog icons ?

On Ubuntu 11.10 (0.47+devel r11040) layers dialog icons appear to be the same size as the toolbar icons.

With r11040, AFAICT the button icons in the layer dialog now use the 'gtk-small-toolbar' icon size, which is also in effect for the buttons on the commands, controls and snap bar (only the toolbox uses an independent (or different) icon size). The same applies to the button icons in latest version of the 'Path Effects…' dialog.

Test: custom gtkrc file with only these settings (no system gtkrc)
gtk-fallback-icon-theme="hicolor"
gtk-icon-sizes = "gtk-small-toolbar=22,22"

compared with:
gtk-fallback-icon-theme="hicolor"
gtk-icon-sizes = "gtk-small-toolbar=16,16"

and:
gtk-fallback-icon-theme="hicolor"
gtk-icon-sizes = "gtk-small-toolbar=12,12"

The icons in the layer window in trunk from this week are way too small for me to read. (Windows XP SP3, 1280 x 1024 screen, 19" LCD). The size they were a month ago was a little bigger than needed. Split the difference maybe?

This is a serious problem because I cannot tell if a layer is locked or unlocked by looking at the lock icon in the layers window. I can sort of guess if a layer is visible or visible from the eye icon. Not that I can resolve the two shapes clearly, but the tiny blurs look a little different. I could probably learn to work with "this tiny blur means visible" and "that tiny blur means invisible", but that isn't a great UI. For the lock icons I cannot even tell the two blurs apart. If they must remain this small (and please do not do that!) at least have them change color, red/blue would be good, since hardly anybody is red/blue color blind.

 It would be fine to have an option for those of you with eagle eyes to set icons as small as you want, but please do not make that size the default!
