Oversampling of imported raster images at SVG rendering time

Bug Description

Inkscape 0.46 has preferences for the quality of filters rendering and for the oversampling of imported images. These two settings affets both the user interface *and* the raster images produced through the _Export bitmap..._ menu item.

It would be very handy if both of these settings could be disconnected from the display setup at raster creation time. Ideally the export dialog should bear oversampling and effects quality settings controls whose values are saved in the SVG file along the exported filename.

I don't know about the oversampling setting, but at least the filter effects quality setting is ignored completely at the export time. You will get the best rendering quality regardless of this setting, which is usually desired. I don't think having such a setting in export dialog would be much of use.

Exporting is disconnected from blur settings but not from oversampling. However, this is a duplicate so I'm closing it in favor of bug #270909.
