Bug Description
If you draw a line (using the pencil tool) that is exactly vertical or horizontal applying a blur has no visual effect. Applying it at any other angle works fine.
To reproduce this use the pencil tool, click, hold control and click somewhere else, making sure that it is horizontal or vertical.
I have reproduced this bug on .46 stable & .46 built sept 10th 2008 on both Windows & Linux. Someone else also reproduced it on windows stable.
