Confirmed. It's a bug since the options are showed in the UI but they have no effect.
If the operation is not suported in Windows, the users of that OS shouldn't have the option in the UI. Of course a custom path input that let them point to a bitmap manipulation program executable would make them happier than a hidden command ;-)
