Confirmed in SVN revision 19055. Also, the name change is never reflected in the status bar.

try renaming "layer5" by highlighting it and then left-clicking on it again.
The name won't stick.

If you rename it by right clicking, however, it will stick.

reproduced with Inkscape 0.46+devel r22457 on OS X 10.5.8

Using the XML editor shows that a new layer name is only stored when using the 'Rename Layer…' dialog. Otherwise (highlight the layer name and overwrite it) the layer name only changes in the layer list of the 'Layers…' dialog and is reset when toggling the status of the layer (click on eye/lock).

As of 0.47, Inkscape doesn't allows you to create a layer with no label.

Special case remaining:
1. Remove the layer's name in the layers dialog.
2. The name is empty in the dialog but not in the status bar.
3. Click on the lock or hide icon.
4. The name is back to the one before deletion.

Jon: You assigned this to yourself and marked as "in progress", is that accurate? If not, someone else might take a look at this.

I believe this case does not exist anymore.
Cannot create an empty label in the Add Layer, Rename Layer, or the Layers dialog.
