Bug Description
Inkscape stores for circles the moves inside the editor as transform attribute. When choosing the circle from the toolbox and placing the circle anywhere the cx and cy attributes are set to the current position. When moving the circle the new position is stored as offset in the transform attribute instead of updating cx and cy.
1. This is inconsistent to the behaiviour for rectangles. Moving rectangles in Inkscape just update the x and y attributes and do not add the offset inside a transform attribute.
2. Moving a circle inside Inkscape has not to be "documentated" as a property for the object. Noboby wants to know that the circle was placed to a different position before.

I've noticed that behavior too.
