eraser tool needs option to ignore selection

Bug Description
Many "visual" use cases of the eraser tool require that its behavior not depend on the current selection. One example is using Inkscape to sketch. The desired behavior in that case is:
1. use calligraphy tool to build up a sketch line-by-line
2. switch to eraser tool and perform path-erasure on the lines that have been drawn to clean up the sketch
Currently, it is necessary to explicitly unselect all prior to step #2, otherwise only parts of the most recently drawn line will get erased. There at least needs to be a toggle so that the eraser tool's current "nothing selected" can always be used if the user desires it.
It should be a toggle on the toolbar, since the "erase only from the current selection" behavior is still occasionally useful in that workflow; a modifier key might even be justified.
