Interaction Beetween F11 and F12 on the fullscreen mode

Bug Description

Under WinXP,

Hit F11 to go fullscreen, F12 will bring you back to not-fullscreen. Sometimes F11 stops working to come back from fullscreen, and F12 is then switching to fullscreen, while hiding/showing the dialogs.

Works well with 0.46 and build 21003, Ubuntu 8.10.

I confirm that there is something going on using F11 and F12 in WinXP/inkscape 0.46.
Using F12 while in full screen mode reduce a lillte the size of the window, and F11 is then unable to bring it back to full screen.

Reproduced again on Windows XP, Inkscape trunk rev. 14020.
