Bug Description
Using either 'Filer Effects' or the blur option from the 'Fill and Stroke' to blur objects fails when the object is a straight line *and* is either horizonal or vertical. I created the line with the Bezier tool and holding control down to create a straight line segment. When the line segment is edited with the 'Edit path by nodes' tool and the line is no longer perfectly horizonal or vertical, the blurring works as expected.
This has been tested with inkscape 0.46 on opensuse 10.3
