Scrollbars (ctrl-b) setting is global but only changes focused document

Bug Description

matwad@yoggi:~$ dpkg -l|grep inkscape
ii inkscape 0.46-0ubuntu1 vector-based drawing program

Reproduction:

1. Start inkscape
2. Create a new document to get an additional window
3. Press View->Show/Hide->Scrollbars to remove scrollbars in current window
4. Focus the second window and look at the View->Show/Hide context menu.
   Scrollbars setting has changed

Don't know if scrollbars is suppose to be a global or local setting, i think it should be local to the window

The global/local status of the preference is debatable. But at least it should be consistent and the menu and the window should be synchronized.
