This is a cairo bug. Fixed in git master:

Probably not since the bug was in cairo.

Cairo 1.6.0 includes the bug fix and anyone using Inkscape 0.46 for PDF export should be using cairo 1.6.0 or later unless they like getting huge PDF files containing one big image.

In Hardy (which has libcairo 1.6.0-0ubuntu1) this bug is still present.

This appears to be fixed in Inkscape SVN w/ libcairo 1.6.4.
