cairo pdf exporter does not support blur (or other filters).
If you need blur in the export pls. use cairo PostScript or PNG export.

PS: The implementation of this feature is in my TODO list.

bbyak, with what software does it work perfectly now? It's because I still have problems with exporting blur to pdf and I really would need that feature.

I've added a zipfile with three files inside:
-) cloud.svg: has a blur effect on the cloud, works perfectly.
-) cloud.png: in this png-export the blur effect is still visible, so it works perfectly.
-) cloud.pdf: no more blur-effect, :-(.

Used software:
-) Ubuntu 8.10
-) Inkscape 0.46-2ubuntu2 (built Oct 24 2008)
-) libcairo2 1.8.0-0ubuntu1.1
-) Evince 2.24.1-0ubuntu1

.cobnet: It works in the development version.
That means that Inkscape 0.47 will have this issue (and many others) solved when it will be released.
Keep in mind that Inkscape is in pre 1.0 state. It's software in continuous development and it's possible that some issues in a so called "stable version" won't be fixed until the next version.
There are too many changes and bugfixes in svn, and it has no sense to backport all of them to a point release of the 0.46

For this reason is advisable to get a pre-compiled development version or compile the SVN. You'll get software that may be unstable in some cases, but in general lines you'll have a better idea of what has been fixed.

You can try this: https://launchpad.net/~inkscape-nightly/+archive (although the most recent build has a bug in the blur code that was already fixed)
If you want to compile, www.inkscape.org has useful information about the procedure.

If you still be using 0.46, keep in mind that if you find an existing bug report marked here as "fix released", the fix is in the svn, not in 0.46. Be sure that if it is marked that way is because it was fixed, and it's not necessary to file it again or re-open it.

Guillermo: thank you for your quick answer! I think that Inkscape already is a very good product, but of course it's a pity that I need a feature that seems to be in development. But, there are worse things in live.

I tried your link and managed to install 0.46+devel~nightly8.10-7213-1 (built Feb 2 2009). I even noticed that the stable 0.46 continuous to work, perfect. But like you already noticed: it still has bugs. The blur pdf-export sometimes seems to work, sometimes not: I'm not sure if this bug report is ok to file my new attachment "drawing.zip", but I'll take my chance.

Thanks a lot for your help so far.
