Bug Description
Compiling in src/ of inkscape-0.44.1 failed because my system has some globally installed headers that mask those in the cxxtest/ directory. The bug is in src/Makefile.am (in 0.44.1 and also in the latest svn (revision 16658) on sourceforge), where a local -I flag is being passed *after* a global one. To make sure the compiler finds the expected (local) cxxtest files, need to pass all local before any global.
